OBJECTIVES
GENERAL OBJECTIVES
Within the framework of Work Plan 2008 for the implementation of the programme for community action in the field of public health (2008-2013), this project aims to develop a sustainable environmental health monitoring system consisting of a set of subnational/ regional indicators to improve public health across Europe. It will build on and compliment the work of ENHIS which developed a core set of 26 indicators to monitor and assess the environmental health of a population at a national level. Hence this project will assess the applicability of ENHIS indicators (ECHI and others) at a subnational level. The creation of a consistent and common framework within Europe will facilitate the comparability of health status data and help to identify those policies and interventions that deliver positive health outcomes such a reduction in mortality and morbidity from road traffic and non-road traffic accidents.
SPECIFIC OBJECTIVES
1. To develop a core set of sub-national environment and health indicators: This will comprise of the identification and selection of sub-national indicators and the development of fact sheets to facilitate the development of a harmonised environmental health information system.
2. To develop a system for harmonised health information collection: This entails the establishment of a system to improve the quality and consistency of environment and health information collated across the regions in European countries.
3. To examine the feasibility of harmonised data collection for indicators not fully developed by ENHIS, if appropriate: This will include the development of method(s) to collect data for those indicators developed by ENHIS but for which data was unavailable/ad hoc at the time, if the indicator is applicable at a regional level. Methods for the collation of information, collected by any partner country which is considered applicable to the project, will also be developed.
4. To raise awareness and promote participation: All partners will ascertain information requirement nationally and seek to publicise the usefulness of the system particularly among the public health fraternity.
5. To produce a compendium of policies and interventions: Policies and interventions driving positive outcomes will be collated to enhance the transferability to other regions in other European countries.
6. To develop a methodology for regional comparison: In this specific objective information regarding factors determining comparability between regions will be collected. This comparability analysis will be accompanied by the elements about international and sub-national comparability found in other projects.
